Recently, netizens discovered that a male teacher at Anhui Normal University, who had multiple prior convictions for indecent assault and sexual harassment of female students, still works at the university, only transferred from teaching to the security department.
Anhui Normal University’s attitude towards this matter has always been perfunctory and dismissive.
A netizen provided a digital copy of the Anhui Normal University Discipline Inspection Commission’s “Decision on Disciplinary Action for Zhu Moumou’s Wrongdoings” circulating among students to Red Star News, which shows that from May to December 2018, Zhu Moumou exploited his teacher-student relationship and opportunities during field research to repeatedly commit indecent assault and sexual harassment against certain female students, causing serious harm to the victims. The decision was to expel Zhu Moumou from the Party, and to recommend corresponding administrative sanctions, with the date of the document being January 2019. The netizen stated she is a graduate of Anhui Normal University.
According to Anhui Normal University’s document Ji Fa [2019] No. 1, teacher Zhu Moumou repeatedly committed indecent assault and sexual harassment against some female students, and the school decided to expel Zhu Moumou from the Party and recommend administrative sanctions.
“Party membership” here has become a “get-out-of-jail-free card”; after committing sexual assault, he did not serve even a single day in detention, and no real punishment was imposed. Moreover, even by the legal standards of China, this is fundamentally unreasonable:
According to Article 42 of the “Public Security Administration Punishments Law of the People’s Republic of China,” for acts of sexual harassment, administrative authorities may impose detention of up to five days or a fine of up to 500 yuan; in more serious cases, detention of more than five days but less than ten days, and a fine of up to 500 yuan may be imposed.
The “Criminal Law of the People’s Republic of China” Article 237 states that forcing others into sexual acts or insulting women by violence, coercion, or other methods shall be punished with imprisonment of less than five years or detention. If committed publicly or with other恶劣情节, the sentence shall be more than five years.
The Ministry of Education of China issued the “Ten Guidelines for Teachers’ Professional Conduct in the New Era” on November 8, 2018, which stipulates that teachers “must not engage in any improper relationships with students, and are strictly prohibited from any form of indecent assault or sexual harassment.”
In the “Opinions on Establishing a System for Inquiry of Teachers’ Illegal Sexual Offense and Crime Information” jointly issued by the Supreme People’s Procuratorate, Ministry of Education, and Ministry of Public Security in 2020, it is specified that newly recruited teachers, administrative staff, janitorial staff, security personnel, and other employees working on campus must undergo a criminal record check for illegal sexual offenses before employment. Those found with such records shall not be hired by educational authorities or schools.
However, a staff member from the school’s Discipline Inspection Office openly made reckless remarks in an interview:
The staff responded that Zhu Moumou’s work arrangement had been reported to relevant departments, and he was currently only doing some clerical work in the security department.
The staff said that the school had previously disciplined him, expelled him from the Party, and demoted his position, and “his relationship is no longer in the security department.” The staff explained, “But because he used to be a teacher and has good writing skills, the security department temporarily seconded him to do some basic editing and document assistance. His personnel relationship should be with the Talent Exchange Center, where he is registered. This handling and disposal result has been reported to the provincial Discipline Inspection Commission, so the school basically kept him employed.”
This kind of superficial talk treats sexual assault as a trivial matter, as if sexual assault and “writing skills” or “assisting with document processing” are on the same level. Translated, it means that as long as it has been reported to superiors, no further action is taken against sexual assault, effectively protecting the offender and ignoring the harm done to the female students. Capitalists, when dealing with workers, often impose fines or dismissals without regard for humanitarian considerations like “keeping them employed.”
On June 4, under public pressure, the school was forced to respond:
“The school attaches great importance to this matter, immediately established an investigation team, and launched a comprehensive investigation. Currently, all work related to Zhu Moumou in our school has been suspended. The next step will be to handle Zhu Moumou and the responsible personnel involved according to regulations, discipline, and law.”
This is highly ironic: from 2019 to 2025, sexual assault continued to be ignored and the offender remained employed at the school for a full four years. Only after public outrage was it claimed that the school “attached great importance” and “immediately established an investigation team,” with promises to “seriously handle” the responsible personnel, as if the school had not known about this for years. Moreover, the actual outcome of how the sexual assault was dealt with was never disclosed; in fact, it seems to be a mere pretext to shield the offender and suppress the issue.
On June 4, Red Star News contacted multiple departments of Anhui Normal University’s Human Resources Office, all requesting information about the school’s official statement. The press office was unreachable. Zhu Moumou himself hung up on Red Star News’ call.
