
Jiang Hai Hui Group is actually controlled by An Zhibin (alias An Zhicheng), and several of its affiliated companies are suspected of illegal fundraising. From January 2022 to September 2022, Shandong New Momentum Inclusive Financial Services Co., Ltd. issued filing certificates to the following six companies: Shandong Huijin Small and Medium Enterprise Emergency Transfer Loan Fund Co., Ltd., Shandong Yihe Investment Co., Ltd., Shandong Anxin Emergency Transfer Loan Fund Co., Ltd., Shandong Xinsheng Emergency Transfer Loan Fund Co., Ltd., Weifang Fengxiang Xinrong Enterprise Service Co., Ltd. The actual controllers of these five companies are all An Zhibin, and the other two companies are also within An Zhibin’s promotional scope, claiming their licenses were obtained by their own companies.
According to the notice of the “Shandong Province Enterprise Emergency Transfer Business Operating Rules,” document Lu Gongxinfa [2022] No. 4 explicitly states: “The shareholding relationship or substantial connection between the filing institution and the already filed institution must not exceed two.” and “The pledged transfer funds (funds) only engage in emergency transfer business and do not undertake other business.” Even in terms of fund transfer, the risk prevention regulations clearly state: “Prevent the risk of misappropriation by enterprises. Throughout the transfer process, enterprises do not participate in actual fund allocation.” The regulations are so detailed, yet how did An Zhicheng and his wife use various means to obtain filing certificates for six companies and promote them so openly? Moreover, companies engaged in emergency transfer business cannot undertake other businesses, so how did An Zhicheng indirectly hold shares through three companies? The company’s business scope includes advertising, investment activities with self-owned funds, entrepreneurial space services, and other commercial activities. Do the relevant regulatory authorities have no awareness of this? Or are they colluding in corruption, allowing Jiang Hai Hui’s various illegal activities to even profit from them? Even the risk prevention regulations prohibit companies from participating in actual fund transfers, and financial industry practitioners’ entry and exit require review. How could An Zhicheng and his wife still easily abscond with 20 billion yuan under the nose of the Shandong provincial government?
During the Jiang Hai Hui explosion, on August 21, the Shandong Provincial Enterprise Emergency Transfer Platform issued an announcement titled “Cancellation of 4 organizations’ filing qualifications,” stating, “After research, it has been decided to cancel the above filing qualifications from today, and the original filing certificates will automatically become invalid.” However, this announcement was deleted on August 23. These actions clearly show that the Shandong provincial government’s first response to the explosion was not to recover funds or initiate investigations, but to distance itself. How come these organizations’ filing qualifications were not revoked for so many years, and suddenly canceled at the time of the explosion? Do they want the public to think this has nothing to do with the Shandong provincial government?
Even today, after some time has passed since the explosion, the Shandong provincial government and the economic investigation team responsible for the investigation have publicly disclosed the flow of funds. The Dongying economic investigation team leader gave a vague statement: if it reaches the prosecution stage, lawyers can be entrusted to inquire. When will the Shandong provincial government and public security decide to end the investigation phase? Where will this be publicly announced? What parts will be made public? Only three words remain—unclear.
It is already quite obvious that although most domestic reports focus on Jiang Hai Hui and the couple An Zhicheng, the public’s eyes are sharp. Jiang Hai Hui Group took documents issued by five ministries of Shandong Province and vigorously promoted government support for emergency transfer services, while the branches of Jinchu Investment in more than a dozen regions within the province, with government shares involved in joint financial investment operations. Some people see these companies as legitimate enterprises, especially with the red-headed documents from five provincial ministries, making the public trust and lend money to Jiang Hai Hui’s branches. Without government shares or official documents, who would dare to lend their life savings to Jiang Hai Hui’s branches? The negligence of supervisory authorities is a serious responsibility. Over 300 people have been arrested, but the whereabouts of the escaped couple An Zhicheng and his wife remain unmentioned. When will the recovered funds be returned to the public? Who is responsible for the unrecovered funds? The Shandong provincial government cannot hide forever; they are the biggest culprits in this disaster. Yet they continue to deceive the victims, but the public will not be deceived forever. During this process, the public will accumulate experience and deepen their understanding of the government’s corruption. Even if this explosion is suppressed temporarily, the fight will continue. The government’s goal is to cause chaos, fail, cause chaos again, fail again, until destruction. The people’s goal is to fight, fail, fight again, fail again, until total victory.
