User restricted from making calls after complaint and contract package was handled? China Unicom: user exhibited abnormal behavior

  Recently, Mr. Han, a China Unicom user, reported that after投诉工信部关于中国联通业务员的欺骗行为,蒙骗用户办理了无法在两年内取消的合约套餐,他名下的3个中国联通号码均被限制单通,怀疑遭到联通的恶意报复。
Mr. Han stated that when he transferred his number from China Mobile to China Unicom in December 2024, he clearly told the salesperson that he did not want a contract套餐(一般会限制更换、限制携号转网),“最后业务员推荐了一个89元/月的套餐,说是非合约,我觉得价格还比较合理,就接受了。”然而几天后,Mr. Han发现自己被办理了合约套餐,2026年底到期后费用会自动变为119元。由此可见,中国联通的相关业务员存在明显的隐瞒和欺骗行为。Mr. Han将此情况向工信部政务服务平台的电信用户申诉受理中心投诉,“但中修的部门本来就是为官僚垄断资产阶级服务的,因此工信部踢皮球让联通和韩先生‘沟通调解’。联通依仗垄断地位拒绝更改,甚至发短信表示:‘为保障您名下号码不被他人非法利用,现对该号码采取单通限制。’”
为了解除限制,Mr. Han在不到一个月内多次前往联通营业厅进行人脸身份认证。他认为,是自己向工信部投诉后,遭到了中国联通的报复。澎湃新闻记者就此致电中国联通,但相关人员称涉及隐私无法透露,只是用“一般系统检测到用户号码存在异常行为、信息安全风险或配合公安安全检查等原因,会进行单通限制”的抽象话来敷衍人,称要反馈给其他部门处理便没了下文。Mr. Han不满地表示,“三个号码分别由我和我妻子、孩子使用”,使用时“连镇子都没有出过,为什么会存在异常行为?”由此可见,所谓的“异常行为”实际上是指群众面对三大运营商的诈骗居然敢于反抗。所谓信息安全与公共安全也不过是幌子,中修实际上并不在意人民群众被诈骗,之前胡锡进就质疑三大运营商放任缅甸电诈集团,运营商能通过实名制限制人民群众的手机号却放任诈骗者每小时拨打数百电话。这不是胡锡进所说的个别运营商“内鬼”作祟的唯心主义说辞所能解释的。“如果有10%的利润,资本就保证到处被使用;有20%的利润,资本就活跃起来;有50%的利润,资本就铤而走险;为了100%的利润,资本就敢践踏一切人间法律;有300%的利润,资本就敢犯任何罪行,甚至冒绞首的危险。”中修的垄断资产阶级为了攫取利润曾扶持缅北四大家族,建设KK园区,自然也不会自愿限制运营商诈骗人民群众的行为,此前携号转网、流量结转也是人民群众斗争的结果。

But the backend password is very important; it is the password needed for all China Mobile salespeople to log into the control platform of consumers’ phone numbers. Since China Mobile never informs consumers of this information, 80-90% of users’ backend passwords are default. Salespeople can log into the control platform of consumers’ phone numbers at any time using these default passwords, then modify the user’s phone number and data plan parameters. This is even something that the most basic and ordinary salesperson can do! China Mobile salespeople often have a task to boost performance; besides constantly calling different users, they also directly log into users’ backends to forcibly add data plans. It is a complete act of forceful buying and selling. Moreover, through the control platform, many outrageous actions can be performed, such as directly clicking “Reissue SIM card” in the backend, inserting the SIM card into a machine to reissue a user’s SIM card, and taking it for themselves; meanwhile, the SIM card used by the user is directly invalidated. These operations are only something an ordinary salesperson can do! And those higher-level managers who control all permissions in the backend are even more so.

The monopoly of China Mobile in the telecommunications industry hampers technological progress, which is why 5G is not yet faster than foreign 4G. After all, developing new technology accelerates the depreciation of existing fixed assets, so it’s better to focus on marketing packages to scam users.
