Recently, Chinese state media reported two pieces of news. One praised the construction of rural roads, stating that over the past ten years, 1.23 million kilometers of rural road safety and life protection projects have been implemented, 58,000 old and dangerous bridges have been renovated, and more than 45,000 villages with bus access have been newly added. The other reported that water conservancy infrastructure investment has exceeded one trillion yuan for three consecutive years. At first glance, it seems that China is working hard to “seek benefits for the people.” The government boasts that the construction of rural roads has improved transportation services in rural areas, enhancing service quality from both passenger and freight perspectives, making travel easier for rural residents, reducing logistics and distribution costs, and absorbing a large number of rural laborers. Regarding water conservancy infrastructure, it claims to have built the largest, most extensive, and most beneficial water infrastructure system in the world, which has also created jobs for rural laborers and contributed to the sustained economic recovery. However, as a state that relies on exploiting the working people, all these measures are inevitably not for the benefit of the laborers but serve a small clique of bourgeoisie who sit atop the masses. The infrastructure projects are merely to facilitate the consumption of excess commodities. In the increasingly impoverished rural areas, the construction of rural roads is only to make it easier for commercial capitalists to sell goods in rural areas, while water conservancy facilities are mostly built without proper maintenance or with shoddy workmanship, serving farmers minimally—only wealthy farmers and large grain growers have the funds to maintain these facilities. China claims that these two projects are “labor-for-relief” projects that absorb rural labor, ostensibly providing jobs for migrant workers out of goodwill. In reality, the working people are the creators of material wealth. These bourgeoisie, involved in road and bridge construction and water infrastructure, merely hire migrant workers to obtain high subsidies from the government, which are used to prolong the life of the government amid economic crises. However, expanding investment is only a temporary measure to消化 (digest) surplus products, delaying the outbreak of economic crises.
