Resettlement arrangements involve conspiracy tactics; villagers unite to fight against the government

Beijing Daxing International Airport (hereinafter referred to as Daxing Airport) is located at the border of Beijing and Langfang City in Hebei Province, spanning both Beijing and Langfang. According to Zhongxiu media, besides accommodating a large volume of passenger and cargo throughput, Daxing Airport is also a “top shopping center” that combines various parasitic consumption and luxury enjoyment. However, the demolition policy behind this Daxing International Airport, which Xi Jinping, the leader of Zhongxiu, calls a “new driver of national development,” is extremely brutal. The Langfang Daily once admitted that in order to expedite relocation, they did not hesitate to broadcast the relocation policy daily through loudspeakers in the villages, and even “relocation team cadres repeatedly visited homes” to explain the policy. Under such high-pressure policies, in just five days and five nights, the demolition agreements for six villages—Baijiawu Ma Chang, Sun Chang, Dong Wangli, Guzhuang, Beisifa, and Beiwangli—were signed, totaling 1,058 households, with 1,054 households actually signing. In another report, it shamelessly claimed: “We fought a beautiful lightning war, quick and decisive, and triumphantly withdrew!”
However, Zhongxiu, in order to precisely control fiscal expenditure, set land reclamation prices based entirely on land rent monopoly prices. The demolition compensation in Beijing is 250,000 yuan per mu, while in Hebei it is only 60,000 yuan. Moreover, officials in Langfang colluded with thugs, using threats to force villagers to subcontract land, and then, as “holders,” demanded compensation from the government and secretly divided the proceeds.
However, the Hebei villagers who were “fortunate” enough to sign contracts themselves did not receive the resettlement housing promised by the Zhongxiu government. The resettlement houses were seriously overdue, delayed for nearly two years. The hard-earned resettlement houses turned out to be severely shrunken in size, with even the public area accounting for over 36%, consisting of garbage rooms! When choosing the resettlement houses, villagers looked at the houses in the catalog provided by the Zhongxiu government, but the catalog did not specify exact dimensions.

The migrant villagers said: “Everyone knows (the houses) are small. They say (the houses are) 74 (square meters), but it should be 85 (square meters). Now we are receiving the keys (viewing the houses), and the officials even say it’s built bigger.”
“(The government) said there are public areas, and everyone agrees, but it’s just too big.”
Zhongxiu itself is well aware that such brutal deception will cause public dissatisfaction. Therefore, at the house handover site, police were present to guard the scene, forcibly requiring villagers to “pay first, view later.” For villagers who refused to accept the resettlement houses, Zhongxiu government chose to stop transitional allowances for those who had not received keys, economically coercing villagers to accept the houses. To create a “harmonious society,” Zhongxiu also hired a large group of proxies, pretending that villagers signed for the houses.
Furthermore, the resettlement housing was not simply exchanged for houses; according to relevant demolition and resettlement policies, the average resettlement area per person was only 55 square meters, while most villagers purchased houses of 85, 110, or 135 square meters. The excess area over the replacement size had to be deducted from the demolition and resettlement fees, calculated at today’s housing prices. Five years ago, this price was only 1,150 yuan per square meter, but today it is 5,500 yuan per square meter. As a result, villagers’ demolition funds were drained by the resettlement houses, leaving them with little compensation.
Faced with such blatant deception policies, villagers organized to defend their rights. Since May this year, hundreds of villagers from Fazhang Village, Beiwangli Village, Huotouying Village, and others launched multiple rounds of actions. On May 12, villagers gathered at the gate of Guangyang District government, submitted withdrawal applications, and demanded that the government compensate local villagers at market housing prices. Villagers from more than a dozen villages in Guangyang District all signed withdrawal applications. In response, the Zhongxiu government issued empty promises, claiming they would reply within three days (but there was no response after more than a week), using delaying tactics to buy time; on the other hand, they used authoritarian measures, warning and monitoring village representatives once elected, and threatening local lawyers to prevent them from accepting the case. The Zhongxiu government violently arrested rights-protecting villager Zhang Xu, and sent a local middle school teacher, “Teacher Meng,” to threaten villagers, claiming: “Their children might be attending local middle schools.” However, these sinister tactics did not scare the villagers. On May 21, villagers gathered at the entrance of Langfang City, demanding the release of detained villagers. After a morning of struggle, the Zhongxiu government was forced to release them. As for this middle school teacher, villagers are planning to organize and visit the local middle school to see what kind of “Monster Teacher Meng” he really is!
